Our Experienced Management Team

Our ratio of staff members to clients is one of the highest in the business, and our management team the most experienced. We have a genuine commitment to staff education and training. We encourage our staff to pursue an active professional education and training program and to earn the appropriate designations from the national pension industry associations. We start by seeking qualified and experience staff, and we continue to develop their skills through a variety of training and education programs.

Stephen L. Dobrow, ERPA, APA, CPC

President

A San Francisco native, Stephen entered the Retirement field in 1976, gained executive experience in Silicon Valley, and returned to Primark Benefits in 1990 to lead its management team. His expertise is in converting tax dollars into employee benefits, which are otherwise unaffordable.

Stephen holds a degree in Management from Golden Gate University in San Francisco. He also holds a degree in accounting. He formerly served as a chapter officer for the National Institute of Pension Administrators in which he has achieved the designation of Accredited Pension Administrator. Stephen holds the designations of Qualified 401(k) Administrator, Qualified Pension Administrator, and Certified Pension Consultant, as issued by the American Society of Pension Professionals and Actuaries. He is past President of ASPPA.

Gregg RubensteinCMA, QKA, QPA

CEO

Gregg Rubenstein was appointed CEO of Primark Benefits in the fall of 2019 after spending 10 years as the company’s finance director. Since assuming the CEO role, Gregg has led the management team, focusing on maintaining the high level of expertise and excellent customer service that clients have come to expect from Primark Benefits.

Gregg has extensive experience with employee benefits, finance, and management.  He served as the finance director at Camp Tawonga for over 20 years, working with professional colleagues and its volunteer Board to run the non-profit summer camp located near Yosemite National Park. He also serves on several non-profit boards.

His passion for retirement planning started early in his career when a portion of his responsibilities included participating in pension plan committee meetings while with his non-profit employer.

Gregg is a graduate of the University of Puget Sound, and holds the designations of Qualified 401(k) Administrator, Qualified Pension Administrator, Certificated Public Accountant – Inactive, and Certified Management Accountant. His professional affiliations include the American Society of Pension Professionals and Actuaries (ASPPA), the American Institute of Certified Public Accountants (AICPA) and the Institute of Management Accountants (IMA).

Michelle Zhang, CPC, QPA, ERPA

Director, Daily Valuations

Michelle manages Primark Benefits’ open-architecture recordkeeping platform. She works closely with custodian partners, financial advisors, plan sponsors and participants—providing accurate, timely information to both plan administrators and participants.

Michelle joined Primark Benefits in 2009. Prior to that, she was Director of Operations at BenefitStreet (currently Verisight), overseeing 1500 retirement plans and $2 Billion in assets. Michelle has more than 15 years’ experience in management, consulting and administration of employee benefit plans. She has extensive hands-on experience with defined contribution and defined benefit plans and broad knowledge of financial markets, public accounting and taxation.

Michelle is a graduate of the University of California at Berkeley Haas School of Business. She is an Enrolled Retirement Plan Agent, a member of the American Society of Pension Professionals & Actuaries and holds Certified Pension Consultant and Qualified Pension Administrator designations.
